Cross platform compatible

When attempting to run the Action on Windows, I get this error: 
`Error: Container action is only supported on Linux`

Ideally the action could at least attempt `docker run ...` for Windows runners with Linux container support installed. For example, Docker Desktop, Rancher Desktop, etc.
