deploy_file() method is failing with "[WinError 87] The parameter is incorrect" under Python3.12.0

When using Python-3.8.0 and below libraries, deploy_file() worked.

And we are upgrading Python to 3.12.0, and below are latest getting downloaded, and deploy_file() module is failing in windows with "[WinError 87] The parameter is incorrect" issue.

[WinError87] The parameter is incorrect is a common Windows error indicating that a system problem - feel free to google it.
It can be caused by corrupt system files, bad drivers, running out of memory, etc. You can start with the System File Checker sfc /scannow and go from there. Maybe your Vagrant VM is corrupt or if you created from a template, maybe the template is corrupted.
