enhancement request: make 2nd parameter to encode_matrix_parameters() optional

In the process of vetting Python 3.12 + dohq-artifactory 1.0.1 discovered that the signature for `encode_matrix_parameters()` has changed.  We have multiple groups/projects making use of this and while we could change all instances, making the 2nd parameter optional, defaulting to `False`, would also be nice :)  Thoughts?
