Feature: Capability for providing custom labels for orchestrator apis to be exposed for prometheus metrics

This is a feature request to add the capability to provide custom labels for specific set of orchestrator apis dynamically that will be exposed as prometheus metrics.

🎤 Pitch / Usecases

UseCase :

• to be able to segragate orchestrator apis based upon priorities : p0, p1, p2 etc. and put appropriate alerts.
• to be able to segregate orchestrator apis based upon latency high, medium, low etc. and put appropriate alerts.
