wrong error message is shown in User permission page if you change the tab after filling partial data.

👟 Reproduction steps

1. Go to user permission page.
2. fill some data for user permission -> devtron apps page. Don't fill some required fields.
3. change the tab to kubernetes resources and fill the data.
4. press save button.

👍 Expected behavior

user permission should get propagated.

👎 Actual Behavior

error "some required fields are missing"
