Feature: Expose metrics for chart-sync

Currently chart-sync doesn't have any exposed metrics which makes it difficult to debug any issue. Apart from logs and resource utilisation we don't have anything to rely upon for debugging

1. expose metrices so that we could have some alerting mechanism and also it will help us to debug
