docs: recapture enroll-existing-tei.png via the working Add-new flow

Reached the pre-filled re-enrollment form for Urzula Hertz (WHO RMNCH
Tracker) via Enrollment actions -> Add new on her completed enrollment,
confirming this flow works when a program doesn't have onlyEnrollOnce.
This is a different code path from the search-card Re-enroll button
tracked in DHIS2-21942, which remains broken.
