test: [DHIS2-13960] re-enable tracker working list assignee filter e2e test

DHIS2-13960 was closed as Invalid — the reported /trackedEntities
assignee-filter inconsistency was confirmed not to be a real bug, so the
scenario guarding it should no longer be skipped. Verified locally against a
2.43 instance: the scenario passes.
