Implement "lock out" so you don't need to do so manually

Whenever someone rings in before responses are allowed, they should be "locked out" for ~0.5s

Gus rings in at 9:48:10.123
Danny opens responses 9:48:10.234
Gus rings in at 9:48:10.456

That ring in at .456 should be locked out (because it was not 0.5s after his initial ring-in)
