Failures with HTTP requests from plugins

Affects:

• diaryx pandoc (breaks its init where it downloads pandoc wasm)
• Potentially diaryx.sync and diaryx.publish (which could make HTTP requests. Trying to replace them all with namespace API)

A decision needs to be made about how HTTP requests are allowed with plugins. How should they be limited?
