Root cause: StateTransitionManager (5-step pipeline) doesn't exist yet — only pseudocode in DELIVERABLE-2

Phase 1: Research & Design (2 hours, parallel)

Iteration Focus: Validate StateTransitionManager design against G1-G8 modules (PATTERN Iterations 1-3)

Agent: claude-sonnet (PR-201 review context)

  • Task: Steelman StateTransitionManager design (read DELIVERABLE-2 §5.3, cross-check against G1/G4/G6/G8 impl)
  • Output: Design review + risk assessment

  • Deadline: 2h

Agent: kimi-g6 (fresh after Phase 1.3.2)

  • Task: Validate G6 distance_bucket integration points
  • Output: Integration checklist for G6 → StateTransitionManager wiring

  • Deadline: 1h (parallel with Sonnet)

Phase 2: Implementation (3–4 hours, parallel tracks)

Track A: StateTransitionManager Core (Kimi)

    • Implement 5-step pipeline: eq → quorum → weight → sybil → audit
    • Wire G4, G1, G6, G8 modules
    • Async/await structure
    • Handle G5 placeholder (stub to 1.0 until G5 ready)

    • Wire into agent_launcher.py
    • Inject dependencies
  • [A3] Portal endpoint (optional Phase 2.5, 30 min)

    • POST /api/peer-observation for testing

Track B: Integration Tests (agy, parallel with A1)

  • Integration into agent_launcher.py

Agent 2: Agy (agy-async-notif)

Primary: Integration tests (B1 + B2 + B3)
Secondary: Optional Portal endpoint (Phase 2.5)

Deliverables:

  • tests/test_state_transition_manager.py (300–400 lines)
  • 15+ integration tests
  • 5+ property-based tests (Hypothesis)

Duration: 2–3h (parallel with Kimi's impl)


Agent 3: Claude-Sonnet (PR-201 context)

Primary: Design review & risk assessment
Secondary: G8 audit log finalization (if needed)
