Substitute deprecated `upload-release-asset` action in CI

Our release package building jobs are using the upload-release-asset action by Github to push the built artefacts to the release page.

The readme for that project indicates that it has been sunset, and it now guides users to the actions-gh-release action for the same purpose.

We should see to our release package jobs changed to use that, but we can't do it yet, as our current release is in a state of flux (with the build broken because of another invalid action reference)
