Add switch for a11y in storybook

It would be nice to be able to toggle common a11y settings directly in Storybook.
Inspired by how Adobe Spectrum 2 has a "reduce motion" switch in their header: https://s2.spectrum.adobe.com/

There a probably more things we can add, but this is nice to haves, not needed.
