Extract comment rendering logic in CLI and backend into shared libs

Currently rendering of the initial comment by the backend and rendering of updates share similar pieces of logic (table, statuses etc)
We'd want it in shared libs ideally

Backend: pr_comments.go
CLI: pkg/comment_updater.go

Taking a look into this, will probably extract the logic into a new utils.go under the libs/comment_utils directory

hi, i just took a look at this issue and had some thoughts. thought i could contribute. following the idea from @ty-labs, the logic could be extracted to until.go under libs/comment_utils . there are two major differences in the two functions that are relevant to this issue. in function func ReportNoProjectsImpacted(cr *CommentReporter, jobs []scheduler.Job), the parameter is a slice of unserialized job. in func (a AdvancedCommentUpdater) UpdateComment(jobs []scheduler.SerializedJob, prNumber int, prService ci.PullRequestService, prCommentId string), one of the parameters is a slice of serialized job. Another difference is the second part of the message segments. this should be an easy one. could you assign me this one? i'm a new Go developer.
