Access Control on a Project Level.

Hi Team, I am using Digger Action for my terraform code in github. I ran into blocker, where I wanted to  limit access for plan and apply at project level in digger.yml so that Limited people can do plan and apply on a specific environment. If anyone has done that or is there any open issue related to it, please help me with that. This is can be considered as a feature request for future versions.
