Auto-plan layer 0 when using respect_layers

When setting respect_layers: true, an autoplan for layer 0 (usually the layer with changes) should be possible. We use layering together with renovate and some terraform module updates have no effective changes. With autoplan for layer 0, judging the impact would be a lot easier.
