convert all references to the Daml Assistant in Splice to use dpm

The Splice repo should convert Daml Assistant (`daml`) use into dpm.  An example is in [this](http://127.0.0.1:8000/background/tokenomics/feat_app_act_marker_tokenomics.html#creating-a-featured-application-activity-marker) section.
