blocker to including LICENSE file in `dpm` (the component) OCI image

unfortunate oversight in the existing dpm binary is that it asserts the OCI image must have only a single file (namely dpm.exe for windows or dpm for mac/linux)

this means that `dpm install <sdk version containing this new change>` using old dpm binary won't work.
