Filtering out scenes with low valid data percentage in load_ard()

Currently, min_gooddata option allows filtering out scenes with high percentage of cloud but doesn't remove partial coverage scenes. For some data such as Sentinel-2, it is useful to add additional valid data percentage filtering to remove slivers.
