feat(data-model): Add an instance of "Other" to the Geo.region collection

Issue Goal:

• Add an instance of "Other" to the Geo.region collection if one does not already exist.

Context: Some of the entries in the historic needs data have the region noted as "undefined". In order to upload those specific needs data to the NeedsAssessment.Need collection, we need to add an instance of "Other" as an option for regions in the Geo.region collection (it is a relational field for the needs collection.)
