Refactor pbench-tool-trigger into a Python3 application which invokes the Tool Meister client API directly

With #1248, we can improve the tool trigger integration to use direct Tool Meister client APIs instead of invoking start/stop tools. This has the potential to be more efficient than a perl module invoking bash scripts which invoke a python module.
