Gracefully handle a failure to PUT a tar ball from the Tool Meister

Description

If an error occurs in a Tool Meister before a PUT operation for a "send" or "sysinfo" completes, the Tool Data Sink will hang forever.

To Reproduce

Difficult to do, but one way is to force a failure of the tar command so that it can't function at all.

Actual Results

Tool Meister reports an error, but the Tool Data Sink hangs forever.

Expected Results

Tool Data Sink is made aware of the problem and does not wait indefinitely. (Both the Tool Meister and the Tool Data Sink eventually perform graceful shutdowns.)

Most of the holes identified by this issue have been patched via PR #2704. Further work would require a much larger set of changes that I don't think we want to take on for the v0.71 release.
