Expanding the upload assignment feature #459
Description
DRA support's uploading VTD assignment files as well as other assignments of the central spine (like block group assignments). Can we extend our upload feature to support other central spine uploads? If I recall correctly the reason we don't support VTD assignments is that they don't have canonical names.
