Make it obvious how to subscribe to discussions

Some folks may not want to join, but want to stay up to date on the discussions. Such as a call for maintainers for a project. Right now you have to know to go to notifications for the repo, select custom then check discussions.

Lets make that easier to find. Maybe a "not sure you want to join, but want to keep an eye on the community?" section
