Create Test Organization

Based on the comments from #66 we need to create a test organization

A bit of work has been done for this (though not as much as I would have liked)

@ryancheley can you add the other admins as admins in that org?

@tim-schilling invites were just sent out to the current admins.

I've created two repos in the test organization

• controls
• membership

It doesn't look like we need other repos, but if we I can create

These repos are, as of now, synced with the "prod" version
