Tweaks to donation percentage communication

1. The big percentage number has standard rounding, hence 2.8% is rounded to 3%. However, we should always round down (floor()) so that we do not celebrate hitting 100% before we actually reach 100%
2. It would be nice to add a form of judgement as to whether we are on track. This could be updating:

• $8,498.64 donated of US $300,000.00 goal for 2026

  To say:

• $8,498.64 donated of US $300,000.00 goal for 2026. To reach our goal, we should have raised $X by this point

  Where $X is the donation target multiplied by the percentage progress through the year

In addition to the dynamic SVG heart shape, I propose to add also a more accessible HTML element to share the progress status of donation.

The Fundraising Working Group recommended, and the board approved having the amount be set to $500,000 for 2026 which is more aligned with the costs that the DSF will incur in 2026. Can the dollar amount be updated to that, or would you rather I create a PR and submit against this issue?

I suspect the target amount is set in the admin 🤔
If you have djangoproject.com admin permissions, you may be able to update it
