Move dateparser to dlang-community

Hi all

I’m participating in i18n-puzzles competition and have to intensively use date parsing code.
I found that in dub we have this great package https://github.com/JackStouffer/date-parser

From the description it seems a port of popular python package - https://github.com/dateutil/dateutil/

After usage of this package I found several bugs in it. But it seems that original author is not very interested in support.
Robert’s PR about EMSI-container elimination is a no brainier and hasn’t merged for years.

Afaik I don’t know any other package in D ecosystem with similar functionality.

So I think it will be very helpful for D ecosystem has a good support for date parsing and this package could be improved with help of community

@cyrusmsk You can do anything you want with the code. I'm not really interested in maintaining it anymore. Feel free to change the dub link from pointing to my repo to something else.

I only reason I haven't archived the repo is I was worried it might break people's builds

@JackStouffer we invited you to this organization, once in you can transfer the ownership of the git repo to here if you want to put it in here. Otherwise you can also do a fork as well, but remember to enable issues, tag releases and do everything else that's needed for a full repo.
