This is not a bug but a security limit that you are hitting. Your file appears to be hitting those limits. These limits have been added in libheif 1.9.0 but ImageMagick has no option to override this yet so we would need to add this. But that would also mean that @d2phap would need to add something to configure this. I could add this in the next release. But I would also like to know what d2phap thinks about this.
