Add scaling for each specie

Description

For a project I want to be able to have different scaling factors for each specie from the emission inventory, so take into account the use of different fuel for example.
This need has already been remarked by the OAC team, as this appears in the apply_scaling function:
"TODO: implement scaling for individual species"

I can provide a modify version of the code to help on that.
