When I check the Nerd Pack listing, it shows Tailscale as not downloaded nor installed. I don't see any tailscale package in /boot/config/plugins/NerdPack/packages ether. I just enable a random package and it was installed without any issue so seems like it's only happening to tailscale-1.4.4_amd64-x86_64-1_SBo.txz
