Mark issue 59 done

Confirmed on reform: delivery delay-above-min ~1-6 ms at 75 Mbps, ~334-1393 ms at 113 Mbps (saturated); the constant clock offset (min ~44 ms) cancels. e2e evidence is read from any record, valid or not.
