Convert start server scripts into `god` scripts

Not sure how much work this will take, but it could avoid improper startup and cleanup errors like moped errors ("Could not connect to any secondary or primary nodes for replica set") and leftover mongod processes ("Creating Server TCP listening socket *:6379: bind: Address already in use").

Start server scripts are no longer necessary, script/start_god and a variant of rails s is all that's needed. They could be changed to combine these two commands though (doing a god terminate first to clean up previously running background processes).
