[BUG] Template texture override does not support animation

Module Version: v2.1.6

Describe the bug
When advanced templates is enabled, templates can no longer have an animated texture. Disabling advanced templates removes the issue.

To Reproduce
Steps to reproduce the behavior:
EITHER

1. Create a template

2. Click on fill texture, set to a .webm file

3. Save

4. Template is not animated
   OR

5. Go to Misc tab of an action

6. Enable custom texture

7. Set texture to a .webm file

8. Use ability

9. Template is not animated

Expected behavior
Animated template when texture is set to a webm file.
