Add download from Chocolatey for Windows CLI users

For CLI hackers, it would be nice to be able to get dockertoolbox via Chocolatey, the Windows command line package manager.

@mcandre Thanks for this request. Before doing this, we would need to evaluate how many users want this. Given every feature we create, we will need resources to maintain and keep it up to date.

Note I've never written a chocolatey package before, but this at least allows installing and uninstalling docker-toolbox. VirtualBox remains installed after uninstalling.

Though, I do question the need for this when docker-machine already supports Hyper-V.

@mikew having hyperv support has nothing to do with being able to install the toolbox via commandline. choco is like apt-get for windows.

having a chocolatey install of the toolbox is to make the installation / distribution of docker easier. Chocolatey is used at my team not just to get tools installed on servers but to get developer workstations up to speed using boxstarter which may include 100 tools.

Currently its three lines install docker tools (https://gist.github.com/xingh/10415026)

• cinst docker
• cinst docker-machine
• cinst docker-compose

But doesn't include kinematic.

Also, its easier to do updates if its in one toolbox rather than having to install / update 4 tools.
