Manifest not found

I wonder if there is some kind soul that could take a look at this github workflow to see if some error can be spotted, because from what I can see, everything is correct, the image is built correctly but then when trying to pull it I get this error:

Error response from daemon: manifest for ghcr.io/taskforcesh/bullmq-proxy:main not found

And indeed the manifest is actually missing from what I can see in github, but what is it the case? did I hit a bug? I think this started to happen after upgrading to v5.

Same behaviour with v4, so whatever is the reason for this issue is not related to v5:
