Documentation about GitHub Actions Rate Limits

Hi,
we observed being rate limited in GitHub Actions.
We first looked at the official docs, found no exception for GitHub Actions and therefore bought a paid Docker license and started to use the login, which did not work.
I reported the details here.

In there I was given the hint, that GitHub Actions shouldn't need any login at all as they aren't rate limited.
There is this comment as well, hinting that there shouldn't be rate limits.

Can you confirm or deny that?
And if it is the first, would you like to put it in your documentation?

GHA are not rate limited as long as the credentials are properly passed. Generally when we see issues in this space, it's because credentials are being stripped by running Docker-in-Docker, or by using an unexpected hostname in pulls. You'd have to provide more context about the CI pipeline itself - what the compose file is doing, or the GHA workflow for us to diagnose this.

I will try to recreate our private setup in a smaller public repo and then create a separate issue regarding that.

Documenting this officially, would still be a great opinion in my opinion!
