update cli documentation to include new attestation subcommands

docker scout attest includes new subcommands:

docker scout attest get
docker scout attest list

as well as new flags such as

--predicate-type
--verify

to allow for image verification (for example when used with Docker Hardened Images).

The CLI reference documentation needs to be updated to include these, and any other new commands / subcommands that have been introduced for supply chain security.
