Version 0.6.3

The commit tagged `v0.6.3` does not include a version bump to `project(docopt.cpp VERSION`.

I'm looking into updating the Debian package to 0.6.3. Can I safely bump to `0.6.3` in the Debian package? (_meaning_ `0.6.3` _will not be used for any other tagged version by the project_)
