PWA Tutorial

Once dojo/cli-build-app#96 is resolved, we should create a tutorial demonstrating how to develop offline-first applications. This involves creating a web app manifest, a precache manifest, as well as custom route handling. We should also cover how a custom service worker file can be used, and perhaps give a quick overview of using Lighthouse auditing in Chrome.
