Support to ownership coverage metrics #8

- I have looked through the open issues for a duplicate request and could not find it.
What's the problem this feature/enhancement will solve?
canopus should support ownership coverage metrics, giving insight about how to improve ownership over project structure.
Describe the solution you'd like
Eventually canopus could report:
- which parts of the file tree are not covered (unowned entries)
- coverage by owner
We could even expand some configuration on top of #7 defining coverage targets, or just denying having any part of the file tree lacking proper ownership
