App startup Blazor/Minimal API updates

Part of working #34356.

While seeing where/how Blazor startup content could be rolled into the main doc set's Startup article, let's take a look at the Extend Startup with startup filters section for potential improvements. Also, we can probably shed the INCLUDES versioning here.
