Description

There are two test failures we should investigate:

1. DotNetRunWaitForExit

Expected message 'DOTNET_RUN_TEST_MESSAGE_12345' was not found in output. See /Users/runner/work/1/a/TestRelease/02-18_16.39.11/temp/DotNetRunWaitForExit/dotnet-run-output.log for details.
Expected: True
But was:  False

2. DotNetRunWithDeviceParameter

Expected --adb-target argument with serial 'emulator-5570' was not found in verbose output. See /Users/runner/work/1/a/TestRelease/02-18_17.01.01/temp/DotNetRunWithDeviceParameter/dotnet-run-device-output.log for details.
Expected: True
But was:  False

Steps to Reproduce

1. Renable these tests by removing AssertCommercialBuild()
2. Run dnceng-public CI
