Why aren't static resources served if the app is not in Development environment?

If I add a ASP.NET Core application project as resource without setting Development environment, the static resources are not served:

var paulomorgadonet = builder.AddProject<Projects.PauloMorgadoNet>("paulomorgadonet",
    options =>
    {
        options.LaunchProfileName = null;
        options.ExcludeLaunchProfile = true;
        options.ExcludeKestrelEndpoints = true;
    })
    .WithHttpEndpoint()
    ;

In order to work, I have to set the ASPNETCORE_ENVIRONMENT environment variable with Development:

Why is this happening?
