WithParentRelationship only seems to work on certain types of resource

WithParentRelationship only seems to work on certain types of resource?

If I use an ExecutableResource, or another ProjectResource it does nest.

Expected Behavior

Using WithParentRelationship should nest a resource under any kind of resource.

Note that in my actual use case the Resource wasn't a group, but did derive from Resource rather than ExecutableResource or ProjectResource. This was the simplest way to replicate the issue.
