When multiple app-hosts detected run, add, and publish should prompt for disambiguation.

At the moment the CLI throws an error when multiple apphosts are detected. We should instead prompt for disambiguation.

We should consider whether we automatically drop the .aspire/settings.json file or prompt to always run an app host if disambiguation is required.
