There Hot Reload But Rude Edit Is Always 99% Shows Up

I can provide the steps for a repro:

1. Create new Blazor Web App using Visual Studio, with the WASM and component scoped interactivity
2. Start the app from Visual Studio using F5 or Ctrl+F5.
3. Navigate to Counter component.
4. Try to remove the button classes.
5. You get an error from Visual Studio saying that hot reload failed.
6. Logs say there seems to be an issue with the hot reload websocket connection, and browser network tab shows that it stays in Pending state.

This is quite strange because creating the app with command line and using VS Code with dotnet watch command doesn't have this problem.

I think the confusing part is if you just run dotnet watch from the cli, hot reload perfect. For some reason, when you attach the debugger, unless you catch Visual Studio at the right time, everything is a rude edit
