Update OpenTelemetry semantic conventions to include AuthN/AuthZ metrics

We should update https://opentelemetry.io/docs/specs/semconv/dotnet/dotnet-aspnetcore-metrics to include semantic conventions for ASP.NET Core authentication and authorization metrics.
