AspNetCoreModuleV2 deployment issues after installing .NET 9 runtime on server

Describe the bug

Since we updated to .NET 9 on our webserver the deployment with our azure devops pipeline fails under some circumstances:

1. Often the main dll cannot be overwritten when the website is deployed with the "IISWebAppDeploymentOnMachineGroup@0" task:

More Information: Web Deploy cannot modify the file 'Api.dll' on the destination because it is locked by an external process.

2. When we share the same app pool between two websites, and only one website is deployed with task "IISWebAppManagementOnMachineGroup@0" the other website is taken offline which causes a "503 Service Unavailable" error when trying to access the other website.

@lextm No and it was definitely never necessary until now.

@BrennanConroy Currently we implemented a workaround to recycle the apppool shortly before the deployment. It's hard to find time to analyze this on applications that need to be running.

Well we can't do much without more information. The best I can do is give you a config switch to try out and see if it fixes things.

Either set the ANCM_shutdownDelay environment variable to 0 on the server, or modify the shutdownDelay value in web.config to 0.
