Run all Linux builds on Azure Linux 3.0

All Linux builds should run on Azure Linux 3. This has been an ongoing effort for some time, but there was no overall tracking issue for this.

• Linux Amd64
  • Update public Amd64 build image to Azure-Linux-3-Amd64-Public #1936
    • Currently uses Microsoft-hosted image ubuntu-latest (source)
  • Internal Pipelines:
    • Update default 1ES internal pool image to Azure Linux 3.0 #1895
    • Revert "Update default 1ES internal pool image to Azure Linux 3.0" #1916
    • Update default 1ES internal pool image to Azure Linux 3.0 (again) #1934
    • Currently uses NetCore1ESPool-Internal image 1es-ubuntu-2204 (source)
    • Blocked on NetCore1ESPool-Internal image 1es-azurelinux-3 should have Azure CLI installed dnceng#6029
• Linux Arm64
  • Public pipelines - Update arm64 and arm32 builds from Mariner 2 to Azure Linux 3 #1920
    • Currently uses Docker-Linux-Arm-Public image Mariner-2-Docker-ARM64 (source)
    • Blocked on azdo#8766
  • Internal pipelines
    • Currently uses Docker-Linux-Arm-Internal image Mariner-2-Docker-ARM64 (source)
    • Blocked on azdo#8474 (completed) (moved from Docker-Linux-Arm-Internal build pool must be moved to Azure Linux 3.0 dnceng#6024)
