runtime dependency is compile time?

Description

Note that the solid arrows represent compile-time dependencies, while the dashed arrow represents a runtime-only dependency.

While the diagram states the dashed arrow represents an optional compile-time.
And I want better to see configurations' role on the diagram. Configurations seem also are IoC.
